The hottest places in Sichuan compete for the four

  • Detail

On July 14, the first "Qingchengshan China integrated circuit ecological Summit Forum" was held in Sichuan. Dai Weimin, vice president of IC design branch of China Semiconductor Industry Association, told 21st Century Business Herald that the forum drew on the model of Dongguan Songshanhu forum, which has been held for seven times, to promote the development of local industries with professional forums

according to the statistical data of China Semiconductor Industry Association, the sales volume of China's integrated circuit industry reached 433.55 billion yuan in 2016, and this figure is expected to exceed 800 billion yuan during the 13th Five Year Plan period. It is precisely because of this huge market space that many cities such as Chongqing, Hefei and Xiamen have built integrated circuits as key industries

from the perspective of the layout of the integrated circuit industry in Sichuan Province, it is hoped that with the influence of the above forums and the advantages of the local electronic information industry, Sichuan will become the fourth pole of China's integrated circuit industry after the Bohai Bay Rim, the Yangtze River Delta and the Pearl River Delta

Sichuan wants to compete for the fourth pole of integrated circuits

the Songshanhu forum, held for seven times, has gradually become a weathervane in the field of domestic integrated circuits. The new products introduced every year represent the highest technical level in China and the market orientation of the next year

Dai Weimin said that from Songshan Lake to Qingcheng Mountain, the main focus is on the development space of integrated circuit industry in Sichuan Province and the whole inland region

although the integrated circuit industry in Dongguan covers the front-end R & D and design of the industrial chain, back-end packaging and testing and application. However, there are still some problems, such as small industrial scale, low product grade, unreasonable industrial structure, large talent gap and so on. As an inland region, Chengdu's development level and market hinterland are different from Dongguan, so the Dongguan model cannot be copied in the future

"we hope to focus on one theme every year, and all guests will choose the invitation system to expand Chengdu's influence in the integrated circuit industry through the forum." Dai Weimin said

Zhang Bo, director of the integrated circuit research center of the University of Electronic Science and technology, told the 21st Century Business Herald that products are widely used in automotive, electrical, chemical, mechanical, instrument and other industries. Sichuan Province is a traditional province of electronic information manufacturing. Since the introduction of Intel in 2003, Sichuan has been developing the chip industry. At the beginning of 2017, it is necessary to toughen the settlement of grofangde, the world's second largest wafer foundry, which gives Sichuan more say in China's integrated circuit field

Wei Shaojun, director of the Institute of microelectronics at Tsinghua University, told the 21st Century Business Herald that inland areas should be encouraged to develop distinctive integrated circuit industries. At present, the scale of the domestic integrated circuit industry is still too small, and it is mainly concentrated in the three coastal economic regions. If the inland can develop, it can make up for the shortcomings of this industry

at the above forum, Peng Hongbing, deputy director of the electronic information department of the Ministry of industry and information technology, said that although China's integrated circuits have made some progress in the past few years, there are also two shortcomings. The first is that core technologies are controlled by others; Second, there is a huge gap between the supply side and the demand side

"although the innovation ability of integrated circuit design and manufacturing in China is constantly improving every year, the import volume of more than 200 billion US dollars is still maintained every year, which is far from the development requirements of integrated circuits in China." Peng Hongbing said

Zhang Bo also pointed out that although Chengdu has been the national electronics production base since the third tier construction, it still does not have advantages compared with the current first tier of integrated circuits around the Bohai Sea, the Pearl River Delta and the Yangtze River Delta

Zhang Bo believes that compared with coastal areas, inland areas lag behind in integrated circuits, mainly in two aspects

first, the manufacturing industry is backward. In terms of chip manufacturing, the integrity of the industrial chain is very high in both the Yangtze River Delta and the Bohai rim. Take Sichuan as an example. Although Intel has been in Sichuan for a long time, Intel itself is a relatively closed enterprise and cannot drive the development of a sufficient number of local industries. It was not until the settlement of Grosvenor that this situation was truly reversed

second, the market is backward. The Pearl River Delta is the production base of China's electronics industry, and its market activity is 2 The region with the highest accuracy grade of the material change testing machine is more sensitive to the market of integrated circuit products than inland regions

many places compete to lay out integrated circuits

they are interested in the market space of 800 billion yuan of integrated circuit industry during the 13th Five Year Plan period, and many cities build integrated circuits as a key industry

the 21st Century Business Herald noted that these cities have in common: they have the foundation of the electronic information industry, are in the window of industrial structure transformation, and hope to implement large integrated circuit projects to drive the development of local industrial chains

there are nearly 100 integrated circuit enterprises in Hefei, with an output value of nearly 20billion yuan, a total investment of more than 40billion yuan in key projects under construction, and a total investment of more than 170billion yuan in projects under discussion

the goal of Xiamen is that by 2025, the total output value of integrated circuits will not be less than 50billion yuan, which will drive the scale of related industries such as electronic information technology, IOT, intelligent manufacturing, network communication, big data and cloud computing to exceed 100 billion yuan

Chongqing has begun to transform from a national laptop base to a whole industry chain of "core screen device core" intelligent terminals, with the goal of building a national important integrated circuit industry base

in 2016, the added value of Chengdu's electronic information industry accounted for more than 13% of the city's GDP, with a total scale of 500 billion yuan, of which the scale of the integrated circuit industry reached 47 billion yuan, an increase of 36%, accounting for more than 9% of the city's electronic information industry. Chengdu aims to build a national industrial base of integrated circuits with poor anti-interference ability and a highland of electronic information industry during the 13th Five Year Plan period

Wei Shaojun believes that the integrated circuit industry in inland areas is still at the level of "to be developed", and has not really formed the fourth pole of China's integrated circuit except the Bohai rim, Yangtze River Delta and Pearl River Delta. Integrated circuits need long-term time and a large amount of funds to continue to invest, and local governments, as a key link, need to continue to support the development of the industry

"however, the government should not be too involved in the development of integrated circuit industry. While doing a good job of policy and financial support, it should leave what the market should do to the market." Wei Shaojun believes that "reducing administrative intervention and giving full play to the role of the market is the key to the sustainable and healthy development of the integrated circuit industry in the future."

integrated circuit is an industry with high investment and high risk. A large amount of capital is invested, which drives the investment in fixed assets in the short term, but in the long term, whether the investment project can avoid future market risks is very critical

"local governments need to be forward-looking in planning to avoid being eliminated by the market immediately after new products come out." Wei Shaojun reminded
